NIRSA (National Institute for Regional and Spatial Analysis, National University of Ireland Maynooth) is interested in becoming a Project Partner or potentially Lead Partner in the ESPON Scientific Platform/Tools Project: European Urban Benchmarking Webtool (2013/3/10)

NIRSA has developed extensive expertise and knowledge in the design and implementation of web-based data and mapping analysis toolkits for use by planners and policy makers over the last ten years. This skill-set has primarily been developed through its national research infrastructure project, the All-Island Research Observatory (AIRO) (www.airo.ie). NIRSA/AIRO acts as the leading source for spatial data, mapping and spatial indicators in Ireland, working with all the data agencies on the island of Ireland. NIRSA/AIRO is interested in further developing it’s skill-set in this research areas and is therefore interested in becoming a member of the Transnational Project Group (TPG) for this project. NIRSA is committed to collaborative and collegial research and welcome discussions with potential partners within the scope of this project.

Info Day on Calls for Proposals and Partner Café in Brussels, 10 May 2012

22 February 2012- In the framework of the upcoming Calls for Proposals, ESPON invites for an Info Day in Brussels on 10 May 2012.

Aim

The purpose of the event is to inform and assist potential beneficiaries in preparing proposals for the upcoming Calls which will open on 18 April 2012. The event will focus on the content specifications and the procedures for applying.

The European Commission and the Danish EU Presidency will present the policy demand behind the need for further ESPON results.

The Info Day and Partner Café will also give participants the chance to network, to find partners for their projects and get feedback.

Who should participate?

The event is open for all potential beneficiaries interested in learning more about this opportunity to take part in ESPON projects and to apply for funds to the ESPON 2013 Programme. This means scientists and experts representing universities, research institutes, public bodies, private companies from 31 European countries (EU 27 + Iceland, Liechtenstein, Norway and Switzerland).

Registration

The registration for the Info Day is open. Please register by filling in the online form available here. Deadline for registration is 26 April 2012 at 15h00.

Participation is free of charge. Participants must undertake costs related to their own travel and accommodation arrangements.

Pre-announcement ESPON Calls for Proposals (18/04/12 – 13/06/12)

22 February 2012 – The ESPON 2013 Programme pre-announces the upcoming Calls for Proposals on Targeted Analysis, Scientific Platform/Tools projects and Transnational Networking Activities.The Calls will open on 18 April 2012. The deadline for submitting proposals is 13 June 2012.

The theme of the Call on Priority 2 - Targeted Analysis is “North Sea – Spreading Transnational Results”. The total available budget amounts to 340.000,00 €. One single proposal will be selected for the theme indicated.

The Call on Priority 3 - Scientific Platform/Tools includes the following themes:

1. European Territorial Monitoring System (budget 598.000,00 €)

2. Detecting Territorial Potential and Challenges (budget 350.000,00 €)

3. European Urban Benchmarking Web Tool (budget 200.000,00 €)

The total available budget for this call amounts to 1.148.000,00 € which is distributed on projects as indicated above. One single proposal will be selected for each of the 3 themes indicated.

The Call on Priority 4 - Transnational Networking Activities is dedicated exclusively to the institutions confirmed as national ESPON Contact Points. The total available budget will be announced at the opening of the call on 18 April 2012.

Potential Beneficiaries

Scientists and experts representing universities, research institutes, public bodies, private companies from 31 European countries (EU 27 + Iceland, Liechtenstein, Norway and Switzerland) are invited to apply for the Calls.

Important information for Swiss potential beneficiaries

Swiss potential beneficiaries shall contact the Monitoring Committee representative from Switzerland in view of coordinating their participation in any proposal for the Calls.

The documentation related to the Calls, including the procedure for applying, the eligibility rules, the evaluation criteria and the submission material, will be made available by 18 April 2012 at the ESPON Website.

Call for Tenders “Update of Natural Hazards”

24 February 2012 – This procurement aims at selection a tender able to carry out a service for “Updating maps and related data on Natural Hazards” under the ESPON 2013 Programme.

The service requested comprehends the following tasks: data collection of the most recent data available for the updating of the ESPON 2006 map “Aggregated Natural Hazards” including indicators on avalanches, drought potential, earthquakes, extreme temperatures, floods, forest fires, landslides, storm surges, tsunamis, volcanic eruptions and winter and tropical storms; building the composite indicator on natural hazards; building an integrated vulnerability index; building risk indicators; producing maps related to the herefore mentioned indicators using a relevant standardised grid and NUTS 3 level; analysing the territorial dynamics and risks; and finally reading and critical commenting a draft final version of an ESPON Territorial Observation related to this topic.

The maximum available budget for this contract is €75.000, inclusive all taxes (incl. VAT) and delivery costs.

ESPON 2013 Update of the Data Navigator, including Iceland and Liechtenstein

This procurement aims at selection a tender able to carry out a service for “Updating of the Data Navigator, including Iceland and Liechtenstein” under the ESPON 2013 Programme.

The service requested comprehends the following deliveries: a questionnaire to be used for the national data inventories; an update of the inventories for the countries participating in the ESPON 2013 Programme; a compilation of new inventories for Iceland, Liechtenstein, Croatia (for which the signature of the Accession Treaty is envisaged by the end of 2011) and the EU Candidate countries (Former Yugoslav Republic of Macedonia, Montenegro and Turkey) plus update of existing inventories for the Balkan countries: Albania, Bosnia, Serbia; an update of the downloadable version of the Data Navigator, (excel file); interactive version of the Data Navigator – ESPON 2013 Data Navigator (an application of integrated in the ESPON web site); a small report, including a handbook on the use of the Data Navigator (including practical examples).

EUROISLANDS Final Report

ESPON releases today the final report of EUROISLANDS – The Development of the Islands, European Islands and Cohesion Policy. This targeted analysis project has studied the islands’ situation and the level of their divergence from the European average. The final report raises awareness of the specificities and diversity of this specific type of territories and takes into consideration the current policy debate related to the European Cohesion Policy.

New look ICLRD website

The International Centre for Local and Regional Development (ICLRD) has relaunched its website with a new design Click here to access.

Much of the work of ICLRD is actively informed by ESPON research.

The ICLRD’s strategic goals are:

To promote research activities jointly with academic partners to document successful programmes and best practices that promote inter-regional co-operation, sustainable spatial planning and economic and social development
To develop capacity building programmes for public officials, civic leaders, non-governmental and other practitioners involved in local, regional and national development.
To assist local governments and communities in translating policy into ‘on-the-ground’ action.

The ICLRD is focused on building the capacity of regional and local authorities, development agencies, border networks and community and voluntary organizations to manage spatial planning on the island of Ireland as a whole. The Centre plays a proactive role in peace and reconciliation on the island by facilitating analysis and capacity building in the areas of co-ordinated spatial planning and social and economic development at local, regional and national levels. Stimulating economic growth and improving the living conditions of the respective populations in order to alleviate and prevent social conflict is at the heart of the Centre’s mission. Through its research and professional education programs, the ICLRD works with policy makers and local leaders to improve the environments in which people in Ireland, North and South, live and work – with particular emphasis placed on the needs of marginalized and divided communities. It combines the promotion of regional planning and development as a tool for competitiveness and local planning and development as a way to remedy the continuing problems of social disadvantage.

The ICLRD creates something new and unique by bringing together an partnership of planning, housing, health, economics and property experts from NUI Maynooth, the University of Ulster, the Athlone Institute of Technology, the Centre for Cross Border Studies and the Institute for International Urban Development, dedicated to tackling the challenges facing Ireland, North and South. It provides a model for others to follow: a prestigious cross-jurisdictional research and development Centre that draws upon the intellectual capital of third-level institutions and research centres at home and abroad to deal with key social, economic and environmental issues facing Ireland – and countries in Europe and further afield that want to learn from Ireland.
