Overview  and Rationale

The European dimension to spatial planning or ‘territorial development and cohesion’ cohesion has emerged gradually over may years. The European Union does not have any specific competence in relation to planning policy and many countries and regions in Europe have been very wary about the idea of a single over-arching spatial plan for Europe.

The need for European policy direction in relation to the spatial planning and development, has become increasingly evident, however, as it has been recognised that EU policies, directives and funding mechanisms themselves have significant spatial impacts which may at times point in different directions in the absence of a coordinating policy.
